Who should I ask for help to setup a wireless connection?

I've been trying hard for a week to setup a home wireless connection at home, but the problem seems can't be solved myself. I've decided to ask anyone who knows about it to set it up. But I have no idea who should I give a call, is it the ISP provider or any other person?

1. Initially I would say the ISP, but if you have a good WiFi router it comes with VERY clear, basic instructions, and usually has a CD that will do everything for you.
